The Appointment Process

Following a national recruitment campaign and a rigorous assessment process, Susan Halliwell has been identified as the preferred candidate for the Chief Executive role. Ms. Halliwell currently serves as the Chief Executive of Bracknell Forest Council and holds the position of Lead Chief Executive for South East Strategic Leaders (SESL).

With over two decades of experience in local government, Ms. Halliwell’s background includes leading complex transformation programmes, such as local government reorganisation and devolution. Her professional portfolio also highlights her work in overseeing improvements to Special Educational Needs and Disabilities (SEND) services and directing public health restructuring initiatives. If confirmed by the Shadow Authority tonight, she is also set to be appointed as the Returning Officer for West Surrey Council.

Strategic Leadership and Future Transition

Should the appointment be approved, Ms. Halliwell will be tasked with guiding West Surrey Council through the critical final stages of its organisational transition. Her leadership will be central to the preparations for the new authority’s official launch in April 2027.

Councillor Paul Follows, Leader of the West Surrey Shadow Council, has expressed confidence in the selection, citing Ms. Halliwell’s track record in managing large-scale change while maintaining a focus on service delivery. The council also acknowledged the contributions of Andy Brown, who has served as the Interim Head of Paid Service. Mr. Brown has been instrumental in establishing the foundational structures for the new authority, and he will continue to provide support during the transition period until Ms. Halliwell formally assumes her post.
